Aim(s) of the project 

The fundamental aim of the OTR project is to build up a unified system of recordkeeping of all domestic and EU supports that enables the transparent, safe and continuous monitoring of the entire scope of aid sources for the control and decision-making bodies of the Hungarian Government. In addition, the function of unified registration of aid was also designed to provide information to screening out the overlaps - i.e. receiving aid from multiple sources - in due time, and to monitor the legally defined limits of small amount supports.

Result(s) of the project 

As a result of the development of the  system:

  1. A general and public service application was developed that is capable of monitoring small amount (de minimis) supports, registering these together, and separately by type.
  2. By this system that is capable of managing special forms of aid, the aim is to make the function of screening out multiple supports comprehensive
  3. Using the stored data, a “positive customer list” is developed, which also creates the opportunity of customer rating
  4. This creates electronic web access and a uniform communication portal
  5. A standard interface format support will be developed, enabling faster and more flexible two-way data reporting and data processing
  6. The Treasury is capable of performing its legally defined functions fully and efficiently
  7. Information necessary for making decisions on grants, contract conclusion and payments, for processing and audits, is provided faster, meeting the legal requirements in every respect
  8. The obligation of providing data to the European Union is fulfilled more efficiently
  9. The data collection technology of the National Tax And Customs Office (NAV) is renewed
  10. In the project, it is the specific outcome owing to the provision of support to the functions of the State Aid Monitoring Office (TVI) and the Ministry of Human Capacities related to aid schemes, prescribed in the relevant statutes, by an electronic interface, the activities of these bodies become faster, more efficient and more secure.
  11. The constantly updated data enable the timely registration of the grant budgets of the supporters
